A Chinese kidnap victim was rescued through the intensified presence of the Batangas City Police Station personnel. This ended her 20-day ordeal in the hands of her abductors, PNP Chief, Police General Rodolfo S Azurin Jr. announced.

Chinese female kidnap victim rescued in Batangas
In a statement Friday, Philippine National Police (PNP) chief Gen. Rodolfo Azurin Jr. said the victim whose name was withheld was rescued by Batangas City Police Station members at a convenience store in Barangay Alangilan, Batangas City on Thursday while they were chasing the suspects.
A manhunt is underway against the suspects who held the victim captive for 20 days inside the Nueva Villa Subdivision in the same village.

MANILA – Department of the Interior and Local Government (DILG) Secretary Benjamin “Benhur” Abalos Jr. said the Philippine National Police (PNP) rescued another Chinese kidnap victim during operations in Angeles City, Pampanga Wednesday morning.
“Incidental to the rescue of the kidnapped foreigner, 42 other Chinese nationals who were similarly enslaved under human trafficking conditions in a Philippine Offshore Gaming Operation (POGO) establishment were likewise rescued by operatives of the PNP Anti-Kidnapping Group (PNP-AKG) led by Police Colonel Rodolfo Castil Jr. at Lucky South 99, Fil-Am Friendship Highway, Angeles City, Pampanga,” he added.
The operation stemmed from information provided by the PNP’s foreign police counterparts based on complaints of the family of the kidnapped Chinese, who has been held for a PHP1-million ransom since late evening of Monday, Sept. 12.
Police arrested Chen Yi Bien alias Ayi, 33, human resource manager of Lucky South 99.
The kidnap victim is now undergoing debriefing by the PNP Anti-Kidnapping Group.
Meanwhile, the 42 rescued POGO workers are undergoing documentation and records verification.
The Central Luzon Regional Police Office said the victims, led by Chinese Wu Jia Ming, were rescued after receiving information about POGO workers “detained” within or not allowed to leave the POGO premises.
The suspect and the victims were brought to the AKG headquarters at Camp Crame in Quezon City.

但与前任杜特尔特不同，新任总统马科斯力主严打网络赌场。
据路透社9月26日报道，新冠疫情和高额征税已经迫使许多在菲律宾的网上赌场迁到别的国家。而菲律宾司法部表示将展开大规模严打行动，关停175家网络赌场公司，并驱逐约4万名中国劳工。有报告显示，大量中国人互相犯下谋杀、绑架等罪行。
报道还指出，菲律宾的网络赌场主要顾客在中国，据当地的地产顾问行数据，高峰期时期曾雇用超过20.1万名中国人和11.1万名菲律宾人，每年为菲律宾经济带来32.2亿美元收入。
菲律宾当地媒体则报道，博彩业也给菲律宾带来了大量贪污、洗钱、卖淫、绑架等犯罪行为，破坏菲律宾国际声誉，吓跑了外国投资者。最惊动菲律宾政界的当属大绑匪张小龙今年7月22日在帮派火拼中被枪杀视频。当地中国人尤其感到惊恐万分，多家华人商会领导人在9月份拜会警方和国会，要求严打绑架犯罪。
但在菲律宾当地脸书中文群组上，记者最近发现仍有不少疑似电信诈骗的招聘广告，他们大多账号无真实头像、工作内容和办公地点不明。

据菲律宾移民局统计，2019年，禁止180名粗鲁无礼的外国人入境，其中最多的为中国人，有63人，占比35%。被拒绝入境的外国人，大多是在机场接受边境检查时，出现喝醉、吵闹和不守规矩，甚至辱骂官员及菲律宾整个国家。
另外，移民局在2019年还逮捕了 421 名外国逃犯，其中中国人占总数的 77%，高达 324 人，其次是 39 名日本人，还包含3 名台湾人。
移民局报告说，2019年菲律宾逮捕了 2257 名外国人，其中中国人最多，高达 1577 人，其次是台湾人，有66 人，越南人为19人。

參議院昨日舉行有關網絡博彩綁架案聽證會，菲華商聯總會在會上堅定表示反對非法或未註冊的網絡博彩公司，以及沒有有效政府許可及簽證的網絡博彩僱員留在菲國。
在由商總董事、新聞委員會主任李天榮代表理事長林育慶博士宣讀的一份聲明說：“所有網絡博彩公司及其僱員——無論是菲律濱人還是外國人——都必須遵守相關法律法規，獲得必要的許可並支付正確的稅款。必須關閉非法的離岸博彩公司，並將其外籍僱員驅逐出境。”
商總說：“無可否認，網絡博彩產業為國家帶來了經濟效益。持牌經營者所支付的費用和稅款為政府帶來收入，為菲律濱人提供就業機會，增加對商業和住宅房地產、消費商品和服務的需求，從而振興服務他們的企業。”
聲明說說：“另一方面，令人遺憾的是，與網絡博彩相關的犯罪和非法活動正在增加，這不僅對從事該行業的人和在其中工作的中國人或外國人造成了不利影響，而且對許多菲律濱人也造成了不利影響。據報導，網絡博彩公司涉及綁架、強迫勞動、賣淫和殺人事件。我們相信，菲國警正在努力逮捕這些罪犯，他們正在幫助受害者。”
商總還說說：“網絡博彩的負面影響確實抵消了它們帶來的經濟收益。雖然宣布網絡博彩為非法並關閉它們可能是一個快速的解決方案，但可能還有其他方法可以保持網絡博彩帶來的經濟收益。我們聽到了一些建議，例如將所有網絡博彩困在特定地點，以及其他新想法。監管網絡博彩可能很困難，但我們相信，我們的政府有能力做到。”
商總最後說：“儘管如此，我們相信我們的領導人的智慧，我們將支持政府對在菲律濱的網絡博彩公司的命運，其目標是為所有人實現治安與秩序、社會穩定和經濟繁榮。”
