President Ferdinand Marcos R. Marcos Jr. has accepted recommendations from the private sector to extend e-Visa upon arrival to Chinese and Indian nationals and the implementation of VAT Refund Scheme for Tourists (VRST) to further boost tourism in the country.
In a statement, the Private Sector Advisory Council (PSAC) said the President accepted the group’s Tourism Sector additional quick-win recommendations based on private sector experience and expertise during their meeting last Jan. 26.

2 Chinese convicted of kidnap for ransom

Two Chinese nationals have been convicted of kidnap for ransom by the Paranaque City regional trial court (RTC), the National Bureau of Investigation (NBI) said on Wednesday, Dec. 21.
The NBI, in a statement, said convicted were Zhihua Liu and Yuqiong Zhu who were found guilty of kidnapping their compatriot Zheng Xibing from whom they demanded about P1 million in 2020.
“On Dec. 2, 2022, the RTC, Branch 295, Paranaque City rendered judgment finding the two (2) accused guilty beyond reasonable doubt of the crime of Kidnapping for Ransom and were sentenced to suffer the penalty of reclusion perpetua or life imprisonment without eligibility for parole,” the NBI said.
It said those found guilty were arrested by the NBI’s Task Force Against Illegal Drugs (NBI-TFAID) at Nuwa Hotel in the City of Dreams, Paranaque City on Dec. 13, 2020.
It said the NBI-TFAID acted on the report by Zheng Xibing’s friend on the kidnapping.
Quoting from the RTC’s decision, the NBI said: “The prosecution was able to establish the existence of all the elements of Kidnapping for Ransom, as the accused conspired, and willfully, unlawfully, and feloniously kidnapped Zheng Xibing and detained him inside a room at Nuwa Hotel, City of Dreams, Paranaque City for the purpose of ransom in the amount of RMB 136,000 equivalent to Php 1 Million.”

AEPs Issued to Chinese Nationals (2016- 2019)
The services of Chinese nationals which were highly sought by the POGO industry marked its peak in 2019, with an astounding increase of 278% from the number of AEPs issued in 2018. A total of 109,878 out of the 126,810 Chinese nationals issued with AEP in 2019, were employed in POGOs, and attributed to the evident need in the industry where most of their clients are also based in China.

The continued increase in the Administrative and support service activities is the result of the classification and inclusion of the different service providers in the
Philippine Offshore Gaming Operations (POGO) such as:
Customer Service Relations Service Provider – refers to entities which provide customer service to the players and cater to their various needs through direct contact and interaction by means of remote devices.
Strategic Support Provider – refers to entities that develop or improve business process of the POGO Licensee. These entities usually operate as the back-office support of the POGO Licensees and do not have direct contact with players.
IT Support Provider refers to entities that provide technical support to POGO Licensees such as but not limited to diagnosing and solving software faults. IT maintenance, installing and configuring computer systems, and the placement and management of player accounts.
Gaming Software Platform Provider refers to entities that provide propriety products either as gaming systems such as sportsbook for Sportsbetting or games itself such as Random Number Generator (RNG) based games for E-casino.
Live Studio and Streaming Provider refers to entities that provide real time streaming of authorized gaming activities coming from live studios and/or licensed gaming venues via the internet to the websites of the POGO Licensees.
Special Class of BPO refers to entities that are servicing legitimately licensed gaming operators abroad and do not in any way handle betting but purely product marketing and customer relations and are not servicing any of PAGCOR POGO licensees
