SOCIAL MEDIA POSTS ON WOMAN ARGUING WITH POLICE OFFICERS
The Police are aware of online posts showing police officers engaging a Chinese woman. In response to media queries, the Police would like to state that on 10 October 2023 at about 2.35am, the Police received a call for assistance regarding a verbally abusive patient at Singapore General Hospital. A 29-year-old woman who was at the Accident and Emergency Department of the hospital to seek medical treatment for her injured foot was allegedly shouting and caused annoyance to the public. She also allegedly verbally abused a nurse prior to the arrival of police officers.
At about 3.15am, two investigation officers arrived to interview the woman. They introduced themselves as investigation officers from Central Police Division at the onset and engaged the woman in the presence of the uniformed police officers. During the engagement, the woman was uncooperative and refused to provide her statement. She had also allegedly used mandarin vulgarities against one of the investigation officers. After some time into the engagement, she started recording segments of her interaction with the investigation officers. While recording, she attempted to take one of the investigation officers’ security pass. The investigation officer firmly told her not to touch her pass. As the woman was awaiting medical treatment, a decision was made by the Police to allow her to complete her treatment first and follow up with her later. The woman later allegedly uploaded the video recordings.
This was not the only time the Police had been called in against the woman. On 3 October 2023, the Police received a call for assistance from the security team of a condominium located along Marina Boulevard. The woman was allegedly intoxicated, and the security team assisted in escorting her up to her unit. The woman then allegedly pushed one of the security officers on his shoulder and pulled his tie. She also purportedly used insulting and abusive words towards the security officer. Although the woman was compliant upon Police’s arrival, the Police nonetheless investigated her for the offences committed against the security officer.
In the course of investigations, the Police have also found reason to suspect that the woman could have contravened the conditions of her work permit. The Police will refer the matter to the Ministry of Manpower.
The woman will be charged in court on 13 October 2023 for the following offences:
- Public Nuisance under Section 290 of the Penal Code 1871 punishable with a fine which may extend to $2,000;
- Two counts of Using Abusive Language against Public Service Worker or Public Servant under Section 6(3) of the Protection from Harassment Act 2014 punishable with an imprisonment term not exceeding 12 months, a fine not exceeding $5,000, or both;
- Two counts of Assaulting or Using Criminal Force on Security Officer under Section 17A of the Private Security Industry Act 2007 punishable with imprisonment not exceeding 2 years or a fine not exceeding $7,500 or both; and
- Intentionally Causing Harassment under Section 17C of the Private Security Industry Act 2007 punishable with imprisonment not exceeding 12 months or a fine not exceeding $5,000 or both.
The Police take a stern view of abusive behaviour against public servants and public service workers who are carrying out their public duties, and firm actions will be taken to deal with such offenders in accordance with the law.

女子求诊拒戴口罩辱骂护士 中央医院：不能容忍

中国籍女子指新加坡中央医院区别对待外籍病患，新加坡中央医院强调，每个到急诊室就医的病患都会得到所需的治疗，但对方拒绝配合戴口罩又辱骂医护人员，院方对此采取零容忍的态度。
中央医院紧急医学主任兼高级顾问医生陈文杰副教授答复《联合早报》询问时说，女子星期二（10月10日）到急诊室求医，医护人员发现她没有戴口罩，于是把口罩递给她，并提醒她卫生部规定在医院必须戴口罩。
然而，女子不仅拒绝戴口罩，还辱骂医护人员。尽管医护人员和保安人员已尽力尝试让她平静下来，但她却不听劝，最后惊动警方到场。“女子到急诊室约两小时后，医护人员为她进行彻底检查，并让她出院回家。”
至于警员在医院为何没戴口罩，陈文杰补充，由于女子具攻击性，医院担心员工的安危，不得不紧急报警。“警方调查官与病患谈话时，是在远离其他病患的隔离区进行。”
中央医院拥有本地其中一个最繁忙的急诊部门。根据卫生部网站，从今年1月起，每天到中央医院急诊室看诊的人数介于208人至411人。新加坡保健服务集团网站显示，包括中央医院在内的大部分急症室病例中，有一半以上属于非紧急情况或P3级。
病情一般分四个级别，院方会先处理最严重、须立即急救的P1级（Priority 1），非紧急P4级则最后处理。
P1是指须抢救或情况危重的病人，例如心脏病发、重伤、大出血、休克和严重哮喘发作等。P2则是重大紧急但情况稳定，无须抢救的病人，例如严重骨折或脱臼、严重腹痛等。P3是病情稳定、能行走的急性症状患者，例如扭伤、轻伤、轻微腹痛等。P4则是旧伤或长期存在的症状，医院会建议这类病人咨询全科医生，或到综合诊所就医。
涉辱骂护士警员 中国女子将被控六罪名

29岁中国籍女子疑被代驾开车撞伤脚部，到中央医院就医时涉嫌辱骂护士及拒绝配合警员录口供，加上早前涉嫌对保安员动粗谩骂，星期五（10月13日）将被控六项罪名。
这起闹剧星期二（10日）凌晨时分发生在新加坡中央医院内。涉事女子将自己与调查警员交锋的视频上载到短视频平台抖音，引起热议。
综合视频内容，女子称自己被汽车撞伤脚，到中央医院看诊，岂料等了三小时还见不着医生，其间疑与护士爆发口角。一名女调查员接获报案后到医院，试图针对女子辱骂医护人员一事录口供，但女子多次顾左右而言他，始终拒绝配合。
新加坡警察部队星期四（12日）深夜发文告答复媒体询问说，警方于星期二凌晨约2时35分接获报案，指一名29岁中国籍女子因脚部受伤求医，其间大声喧哗，对公众造成不便。她也被指，在警员到场前辱骂了一名护士。
凌晨约3时15分，两名调查人员到场与女子交谈，并说明是来自中央警署，一旁还有穿着制服的警员。谈话过程中，女子拒绝配合录口供，其间还用华语对一名调查官员爆粗口。女子接着开始录视频，过程中试图拽一名调查员的证件，被后者坚决阻止。
由于女子正在等待治疗，调查员决定让女子接受治疗后再跟进案件。女子过后上传了相关视频。
涉案女子不是第一次被调查
文告指出，这不是警方第一次调查涉案女子。
10月3日，警方接到滨海林荫道一栋公寓保安团队的报案称，保安员协助护送喝醉酒的女子回住所。但女子据称推了保安员的肩膀并扯了他的领带，还对保安员使用侮辱性和谩骂性言语。警员到场后女子虽然服从警员的指示，但警方还是针对她对保安人员犯下的罪行进行调查。
警方调查后也发现，女子涉嫌违反工作准证的条件，已转交人力部调查。
女子星期五（13日）将被控六项罪名，包括一项公共滋扰、两项抵触防止骚扰法令，以及三项抵触私人保安业法令的罪状。
若公共滋扰罪成，女子可被判罚款最高2000元。在防止骚扰法令下，辱骂公务员将被判罚款最高5000元，或坐牢最长12个月，或两者兼施。
另外，对保安人员动粗若罪成，可面对罚款最高7500元，或坐牢最长两年，或两者兼施；蓄意骚扰保安人员则可罚款最高5000元，或坐牢最长一年，或两者兼施。
女子在视频中承认曾对护士爆粗口，并说“我对她骂了怎么了”，声称护士歧视她不是新加坡人，没资格在新加坡看病。女子也声称自己被一名代驾蓄意开车前行撞伤，在地上躺了20分钟，而代驾没有将她扶起来，她并曾向代驾索讨5000元赔偿。
女子抖音拥有超过25万名粉丝
女子在抖音上有超过25万名粉丝，她过后撰文称自己持有工作准证，并指调查员身份不明，由于护士不礼貌待人，她只是“狠狠反击而已”。她还称医院已经为她照了X光和开药，过后会再通知她脚部是否骨折。
内政部长兼律政部长尚穆根7月3日在国会书面答复议员询问时说，警方过去五年共接到315起暴力对待或骚扰执勤医护人员的案件。数据显示，相关报案数量逐年增加，2023年共有99起个案，其中37起收到警告，13起被定罪。
女子涉辱骂护士 王乙康：不容粗暴对待医护人员

针对中国籍女子在新加坡中央医院辱骂护士一事，卫生部长王乙康强调，当局对暴力对待或骚扰医护人员的行为，采取零容忍的政策，每一名医护人员都应受到尊重。
这名29岁女子韩菲子（音译）星期五（10月13日）早上被控六项控状。她在面控时为自己的行为道歉，并有意认罪。
王乙康同日在脸书贴文说，他看了网络流传的视频、中央医院的声明以及媒体报道后，感到困扰。
他重申，当局在今年早些时候宣布，对医护人员遭受语言或肢体暴力和骚扰采取零容忍政策。“这起事件中的病患涉嫌的行为，正是我们必须保护医护人员所免受的伤害。”

Like many of you, I have seen the video of the recent incident at the Singapore General Hospital Emergency Department. It shows a patient getting into an altercation with the police officers who were called in by SGH after the patient allegedly abused our healthcare workers (HCWs).
The video was recorded by the patient herself. I have also read SGH’s statement and newspaper reports on the matter.
And I was disturbed.
Earlier this year, we announced a zero-tolerance policy against the abuse and harassment, verbal or physical, of HCWs.
The alleged behaviour and actions of the patient, are exactly what we need to protect HCWs against.
I thank the police officers at the scene for being firm and calm, and being there when our HCWs needed them. I am very glad that SGH has put out a clear statement very quickly.
As reported in the media, the individual has been charged in court today with multiple offences under the Protection from Harassment Act and Private Security Industry Act.
We need to take a clear stand: healthcare workers deserve to be treated with respect. This must be a consistent stand by all of us.

涉骂护士警员 29岁中国女子视讯面控鞠躬道歉认罪

涉嫌在医院辱骂护士和警员的中国籍女子，星期五（10月13日）通过视讯面控时态度判若两人，被问及是否要选择认罪时回说“我认罪，我道歉”，同时对着镜头鞠躬。
中国籍的被告韩菲子（29岁，译音）面对六项控状，包括一项公共滋扰、两项抵触防止骚扰法令，以及三项抵触私人保安业法令的罪名。
被告被捕后还押在中央警署，星期五通过视讯出庭。被告被控后获法官批准保释，但相信因为无法找到担保人保释她，在当天傍晚被警车载离警署。
案件过堂时，控方表示已准备好就其中四项控状让被告决定是否认罪，其余两项将在法官下判时纳入考量。
蓄着一头长发、身穿黑色长袖上衣和戴着黑框眼镜的被告，面控时脸色些许憔悴。她在被问及是否选择认罪时说：“我认罪，我道歉”，同时对着镜头鞠躬。
法官问是否有意聘请律师 反问尽早认罪能否减刑
法官接着询问被告是否有意聘请律师，被告反问若不请律师，尽早认罪能否减轻刑罚，法官解释提早认罪有利于减轻罪行。被告随后通过通译员，对此表示了解。
控状显示，被告涉嫌在2023年10月3日晚上9时32分，在滨海林荫道2号的滨海舫（The Sail@Marina Bay）公寓的44楼走廊和电梯里，推搡一名保安员的肩膀并扯他的领带，还朝对方飙粗口。
另外，被告也被指在2023年10月10日凌晨约2时26分，在中央医院急诊部门大声喧闹，造成公共滋扰，过后还多次辱骂一名医护人员和一名男警员。
法官最终批准被告以1万5000元保释在外，担保人必须是新加坡公民，且保释期间得遵守包括上交护照、不得与受害者或控方证人联系等条件。
案件展期至10月25日让被告认罪。
摄影记者星期五一直守在中央警署外，一直到傍晚约6时零5分左右，被告相信无法找到担保人保释，由警车载离警署。
一般上，被拘留的被告若无法顺利找到担保人将其保释外出，便会移交给监狱部门接手。因此，被告相信会继续被还押直到有人担保，或至下次案件过堂。
